forms plugin drupal

Hello all..

Im trying to integrate CKEditor into a drupal site..The problem is i cant seem to get the form plugin on the toolbar..Can someone tell me how to enable it? I thought it would be enabled by default? Ive tried creating a custom toolbar (with the form plugin included) in the config file but this didnt work..Can someone help me out here please?!
