add fieldset to toolbar?

It sounds like what you are looking for is to develop a custom plugin that works much like the DIV plugin does but only for Fieldset and to also handle the different paremeters that might be used with a fieldset. If this is what you are seeking you might have to develop that yourself of see if there is a premade fieldset plugin out there.
