Where is the right place to contribute modifications and plug-ins for CKEditor, and set them up for review and discussion? Is there such a place already?
I am currently developing a number of plugins and tweaks, many of which I'm happy to share if anybody's interested.

You can suggest patches at the development site: http://dev.fckeditor.net/ (check first if there's already a ticket about the issue that your patch is fixing and that it hasn't already been changed in the current svn)
Plugins that are aimed to be used for everyone are better placed in this forum until something better is available. Of course it might be better if you can provide a live url to test the plugin and place here just the description of the plugin and a link to your page, that way people can really test how does your plugin work.

Everyone is welcome to post their plugins there, download what is already available and give feedback to the developers who have decided to share their code.
