Use of panel plugin

Hello All,
I want to develop something like this:
1.There will be button on toolbar menu
2.On click of that button, another toolbar will open containing further operations
3.On clicking back to button, will minimize toolbar.

Kindly help me in achieving this. Pls point me to useful links (I have tried googleing it, but not much found).
