Use of the Tab button in the Editor

I know this has been tossed around, but I am having some trouble.

Normal use of WYSIWYG editors is that when you TAB on a list, it will indent further, or outdent if you shift-TAB.

I have included the tab plugin, but I am having trouble getting it to function correctly.

Is there something else I need to do?
