Should the toolbar adjust to the width?

I've got a problem with the toolbar layout. Sometimes it seems to adapt to the width and other times it puts all toolbar sections on seemingly random seperate lines. In chrome it doesn't seem to find the width of the containing element. I've attached a screen shot showing the issues.

Any Ideas?
