Limiting the format drop-down

"I have a dream..." or at least a vision. I would like to limit the options you get when selecting the drop-down list of Formats. Instead of "Normal, Normal Div, h1, h2, h3..." and so on I would only like to present my users of two options - Normal and H5.

I have tried to edit line 109 of _source/format/plugins/plugin.js to CKEDITOR.config.format_tags = 'p;h5;'; and the same in ckeditor.js but nothing happens.

Any ideas? Am I looking in the wrong place? The wrong files?

You shouldn't modify the source files to change the configurations. Please check the samples to see how it's done.
