I would like to add a toolbar button label like that used for 'Source' but I can't seem to find anything in the documentation about displaying the label.
My plugin configuration code currently looks like:

Each button gets identified with a class like cke_button_button_name, my case it is cke_button_send_email.
To get the text to display, you need to create CSS like:
Not sure if the '!important' is required everywhere, but my CSS is being declared before CKEditor is being included.

Also, isn't the button name SendEMail in your example? you have specified send_email which is the command name.

I edited my own CSS file with these override settings, not the default ones.
If you wanted to edit the default ones, you would have to change them all as each of those files you mentioned matches with a theme.
