Functionality of config.readOnly

I do not know if I'm wrong or if this setup works differently, but to activate the reading to the editor, all buttons are disabled. That's fine, but if I try to edit or write to the editor, I can and I will automatically activate a series of buttons (Bold, Italic, etc). Does the idea of READ ONLY is not exactly that you can not write, but only READ?
