Flash - movie not loaded - Flash won't load or play

I've installed the ckeditor the current version and I have everything working correctly except for the the flash. I can upload the file no problem (8 MB)

Here is the code generated at the bottom of the page:

Yet the Flash will not play and it says the movie is not loaded.

Correct paths are set and even included a test that loads and plays the Flash fine (top of page)

Do I need to set a configuration file or something for this to work ? I've spent the 8 hours searching these forums and the internet and although this issue has been reported many times I can not find a solution to the problem of why my flash files will not play.

Any ideas anyone ? Any help greatly appreciated.
