Feature list, 2.x to 3.x migration

Hi,
I have a project that's dependent on a series of 2.x features that are (as far as I know) unimplemented in current 3.x (toolbar location out for instance). Is there a quick checklist of features port to v3 and/or some set target for such features? Would be terribly helpful to know. Thanks.
