I have a simple cfform with only one field.
I am using a custom js to show a different toolbar.

CKEDITOR.replace( 'SOPs_validators_comments',

customConfig : '../ckeditor/custom/staff_config.js'
});
</script>
When a user visits the page using IE7 (a problem with work standards) they see the full toolbar, but if they can use a PC with IE8 they see the toolbar I intended for them to see.
Is this something I may have done wrong, or expected behavior due to an outdated browser?

Check for any javascript error and if they are really loading the same configuration
