Can't load custom stylesheet

In my config.js file, I have:

config.contentsCSS = '/css/ssmd_standard.css';
but the stylesheet doesn't get applied to the content. Any thoughts? (/ckeditor/css/ssmd_standard.css)
This style sheet worked fine in FCKeditor 2.6.x

Which folder do you have the css in /css/ in server root or under /ckeditor/
