Can CKEditor support CSS rules?

I hope I can use CSS rules(NOT INLINE) to present my content.
I type

    <title>发表主题</title>
    <style type="text/css">
        p{ border:2px red solid}
    </style>
</head>
<body>
<p><strong>你好！</strong></p>
</body>
</html>

in source view and turn back to normal view. The correct presentation shows and then disappears soon. Turn back to source view, it shows

<p>
    <strong>你好！</strong></p>

I think whether I can do some modifications to achieve my requirement?
Do you have any suggestions?
