This problem has repetedly reportet for FF and CKEditor 3.4: When you instantiate CKEditor, the page scrolls to the top of its contents or its toolbars.
I use Safari and CKEditor 3.4.2 and the bug is back! I found it is caused by the 'wysiwygarea'-plugin . If you disable it with the removePlugins-option, the page won't scroll and everything still works fine.
But I'm wondering. 'wysiwygarea' sound's kinda essential. I can still use the editor, format text and so on, so I'm asking myself - or rather the staff - what does that plugin do? Is it safe to just remove it?

It seems it actually doesn't matter wether or not wysiwyg-area is disabled. I actually believe you cannot disable it. However I found out this:
If you have a hash mark in your url (like http://mydomain.com/#) the scrolling occurs. Remove that hash mark and everything works fine. I don't know how it behaves if you have an anchor an your page and reference it in your URL, but a single hash mark triggers the scrolling reproducible.
I don't know if that fixes your issue, but that was actually the only problem with my site.
