CKEditor 3.6.3 for Joomla, test site, and an XML problem

Do I need to install CKE on the website I registered the license with and activate my license key, before installing it on a test server using a Developer key?

I am having issues with the the CK Finder and
"It was not possible to load the XML response from the web server. The server returned an empty response."
Is it a PHP setting on my hosting?

I am also not certain what to uncomment on the config.php

It would be more helpful if I could get a config.php file was configured with my license numbers when I purchased the software. This is really frustrating. My response from tech support was "your config.php file looks broken".

I'm sure the component is awesome, but I am feeling really stupid right now for not being able to make this work.
