CK3.1 showborder plugin?

There should be a showborder plugin with v3.1 - but I can't seem to get it working. :oops:

What's strange to me, in the downloaded .zip file, there are only a limited number of plugins under the /plugins folder, but a lot under the /_source/plugins files.
I'm pretty sure the source version of the plugins merged into the ckeditor.js. Is this correct? :?:

You probably figured this out by now, but I find that if I have a table width of 0 it shows up properly but if I do 1 or above it's invisible.

If I change the editor CSS from "Use theme CSS" to "CKeditor Default" it shows up properly at all widths. :/
