CK3.1 showborder plugin?

You probably figured this out by now, but I find that if I have a table width of 0 it shows up properly but if I do 1 or above it's invisible.

If I change the editor CSS from "Use theme CSS" to "CKeditor Default" it shows up properly at all widths. :/
