Browser returns encoded urls

I'm using a custom link browser (javascript), but ckeditor (3.5.1) encodes the returned url which corrupts the link-to-anchor "#" changing it to "%23". I've tried all sorts or unencoding before sending it back including hard-coding "#", but it's always converted by the time it gets back to the ckeditor link dialog
