Re: ALWAYS inserting a paragraph tag when pasting text
CKEditor always puts <p> </p> when you have an empty paragraph. Your pastes probably start with them (^p in Word). One way to remove <p> tags is to use fillEmptyBlocks, as explained in this ticket. Or you can put this code in config.js:
