in the image properties box, the "border" attribute appears to not work. settings border to 0 (zero) does not seem to do anything...
adding "border=0" to the HTML source seems to work fine but having end-users do that is not fun times

It is in bug tracker and include this fix in version 3.2. If you want to use it now, just download zip archive from http://dev.fckeditor.net/changeset/4980 and replace them.
I had try it and it works.
