By default when ACF is enabled, I can see the justify toolbar with the standard commands (left, center, right), but when I try and customize my own list of filters, I add in the {text-align} style to the list of tags and yet I cannot get the justify toolbars to display. I've tried adding the style to each tag, I've tried using *{text-align} and yet I cannot get the toolbar to display.

This is strange... it should work (and I'm pretty sure it is) unless you're using config.justifyClasses. Then you need to allow these classes. Note that in 4.1.1 we've fixed a bug with justifyClasses and requiredContent, so I strongly recommend you to update if you're not using the latest version.
Anyway - check this: https://github.com/ckeditor/ckeditor-dev/blob/master/plugins/justify/plugin.js#L41-L65 - basically you are interested in fulfilling the requiredContent rule which is created based on blockTag (p or div) and classes or style.
