I have somehow related problem. I want to block not only effect of resizing image, but I want to block displaying little grid with resize handlers around the image which is visible after single click (IE) or double click (FF). I need it for MediaWiki integration, where I use images to display kind of placeholder of elements which can not be rendered in Wysiwyg mode. Any ideas?
Although disabling resizing works, the resize handlers still show up. In our case we have:
<div ...> <div ...> <img ...> </div> </div>
I've found this issue referred to a couple of times but never addressed directly. We have a recent version of ckeditor with the patch mentioned in the ticket above: http://dev.ckeditor.com/changeset/6291
Here is an 18 month old forum post (unanswered) with images of how the resizing controls look:

Any thoughts?
