For some reason it seems like IE 9 is completely ignoring my enterMode settings and uses a <p> instead of <br> in the 4.0 beta. Anyone else having this issue?
UPDATE: After some debugging it looks like adding this line to the editors 'instanceReady' function seems to be causing this.
this.keystrokeHandler.keystrokes = [];
Not sure why though.

Try visiting this enterMode sample http://nightly-v4.ckeditor.com/3504/sam ... erkey.html and share your results. Please, post your config anyway.
It works for me in IE9 (Mozilla/5.0 (compatible; MSIE 9.0; Windows NT 6.1; Trident/5.0; SLCC2; .NET CLR 2.0.50727; .NET CLR 3.5.30729; .NET CLR 3.0.30729; Media Center PC 6.0)).
