If you try the editor under IE here:

And use "shift + enter" to separate your paragraphs, then if you change Format to say Heading 1 all the text is changed. This works fine under Firefox or if you use <p> tags to separate paragraphs by using "enter" instead of "shift + enter". Does anyone know of a solution to this problem?

Which I get also and can reproduce in nightly build and in IE6 and IE7.
Simply:
1. Go to http://www.fckeditor.net/nightly/fckeditor/_samples/default.html
2. Write some text and press SHIFT-ENTER and write some more text
3. Select the first line
4. Select Format
and you should see both lines change. If they were in <p> then it would be fine but the <br> don't encapsulate the format. I suppose you could say 'it works that way' because it's replacing the <p> but if the user is specifically selecting text it would be nicer to just wrap the selected text in the new format.
