What's your trust level setting? Did you try setting it to "Medium" or higher?

...\Windows\Microsoft.NET\Framework\v2.0.50727\CONFIG\web.config is running in "Full Trust" and nothing has been overridden in sub web.configs.

I cannot seem to find the Microsoft .NET Framework 2.0 Configuration utility on my Windows 2008 box. Any ideas?
