The What's New page of the new CKFinder 2.2.3 displays this statement:
Dropped support for PHP 4.x
We are on a server that uses PHP4 only, with no migration to PHP5 planned, (internal) reasons too many to list here. If CKFinder dropped support for PHP 4.x, it means we have no upgrade path for CKFinder as well as others who may be in similar situations.
I sincerely hope that both CKEditor and CKFinder can remain compatible with both PHP 4.x and PHP 5.x, an important feature that attracted many administrators to these products.

PHP4 was discontinued in 2008, no security updates are provided for it since that time, so it was time to say goodbye to it.
CKEditor will be always compatible with any version of PHP and with any server side languages, becuase it is a pure JavaScript application.
What I can suggest is to start working on two different environments, PHP4 for old sites, where it doesn't make sense to update them, and PHP5 for all new things, as all modern frameworks and applications require PHP5.
