Yes, it has always been included in the ckeditor.js. Previously it was shown under the plugins folder but it wasn't ever loaded from that location.
There are two problems with your config: it's missing the start quote and the scayt plugin requires menubutton, that itself requires contextmenu. So this is the minimum config that works for me to always remove the context menu this way (remember that using Ctrl is easier and allows to use the rest of options when desired)

The contextmenu is still included, if it wasn't then you would get the default context menu.
